The Importance of Innovation Moving Towards the New Normal
August 12, 2020 – part of Impact Hub Manila’s Impact Hackathon 2020 is a series of Learning Sessions or webinars that aim to help inform the public about the different issues in the country. Each related to the verticals that the Hackathon participants will be trying to solve during the hackathon proper.
This episode of the Learning Sessions is under the Smart Cities vertical and focuses on government procurement under the new normal.
The guest speaker for this episode is Atty. Rowena Candice M. Ruiz, Executive Director V of the Government Procurement Policy Board – Technical Support Office (GPPB-TSO). The GPPB-TSO is in charge of creating policies and overseeing the implementation of procurement reform in the country.
Ms. Ruiz talked about the importance of innovation when it comes to government procurement, especially under the new normal. “We need to innovate… We need to continuously improve. Why? Because public service is a public trust. We should never be complacent or comfortable with where we are. We have to learn to adapt” she said.
“As we transition to the new normal, there is clearly a need to adapt and innovate. In line with this, the GPPB-TSO has created simple innovations such as allowing the use of video conferencing and other available technologies to conduct online meetings, the use of digital signature in all procurement related documents and electronic submission of procurement reports. Simple innovations done by leveraging available technology can really make a big difference and help our lives become easier during the new normal, “ she also said.
Ms. Ruiz also mentions innovationing by shifting perspectives, by being more proactive when it comes to making policies, by streamlining procedures to make it easy for the public to understand. Transparency is another important factor in government procurement and this can be achieved using innovation. In the GPPB-TSO they practice transparency by publishing all important documents and data on their website for the public to view. They have also been very digital lately especially on social media. It is innovations like these that can really help in good governance and turning our cities into better, smart cities.
The speaker highlighted the importance of innovation especially during the current situation. “Participants of Impact Hackathon should take note that Innovation is the new normal. It actually defines how our new normal will be.” Hackathon participant or not, people should continue to innovate and try something new. We cannot expect things to change if we keep doing the same thing over and over again.
